[FEATURE] Add option to create theme as a "development" theme

The docs state the following for themes with role: development:

The theme is used for development. The theme can't be published, and is temporary.

This has a few features:

  • It will automatically get deleted after a while.
  • It isn't visible from the Shopify backend.
