Create Chocolatey Package for Updater

I've had a few requests for helping building the code or asking for a precompiled assembly. Would be nice to go ahead and get a Chocolatey (see Chocolatey.org) package built so people can just use that, just need to update the config file as appropriate.

Started using the AppVeyor CI for builds, wouldn't be too hard to push the result of that to Chocolatey.

BinTray is another good one. Made by the same company that makes Artifactory. Free for OSS use. It's a bit different than Chocolatey since it doesn't get into the details of how you package the distro. So you'd have to use VS to generate an InstallShield installer and upload that. https://bintray.com/

Good thought @SeverinAequus. I'll take any pull requests if you want to take a look.

I have switched to Google Domains for my personal stuff, so I don't know if I'm going to put any more work in myself on this.
