Rewrite web frontend with Angular and new Leaflet

This is more epic than classic issue. Current web frontend styles, libraries and functions are outdated. It should be easier to write it again from ground up with latest technologies, redesigned. The core will be Angular 1.4, Leaflet 1.0 on the frontend side, communication based on REST API principles using django-rest-api on the backend side. We should consider using angular-material or similar UI framework.
