Improvement: Use a smaller heading for "new issue by <user>" in new issue creation subscriptions

See attached. The "new issue by " stands out, but could use either a smaller Markdown heading or a regular text size instead. Propose the focus is on the issue title/description itself.

Edit: This reproduces with GitLab plugin v1.1.0, which is the one available in the plugin marketplace.
