Feature Idea: Restricting board creation via User Roles

Summary

Ability to restrict who can create Boards.

How important this is to me and why

Importance: Medium

Use cases:

1. Prevent users from using a small server for group/team based activities to use the server as their replacement for Trello/Wekan

Could there be a "minimum" role set to have access to the "+" menu (therefore preventing access to creating categories & boards for user not meeting the threshold) ?
