Help Wanted: Plugin uploads and signatures not supported in Cloud deployments

Update the following Plugin Managment configuration settings documentation to note that these config settings aren't supported in Mattermost Cloud.

• Require plugin signature
• Upload plugin

Use the Self-Hosted Only deployment badge for both of these configuration settings via /_static/badges/selfhosted-only.rst, referencing the Calls config setting docs and source code as a guideline.

@amyblais That is expected. Cloud users cannot upload plugins. Only the Marketplace is available to them for plugins.

Thank you @amyblais ! I did not found documentation on that. I would like to install Bitbucket plugin, but it is not available for me in the Marketplace. Is there a reason?
