Request for Documentation: Updates to Data Retention documentation

I got to this earlier than expected and here are my findings:
* Firstly, I failed to mention earlier when we spoke that `DataRetentionSettings.EnableMessageDeletion` and `DataRetentionSettings.EnableFileDeletion` must be `true` in order for the schedule job to execute.
* Secondly, the time that is schedule is incorrectly labelled as "UTC" but is actually the server local time. I've [created a bug ticket](https://mattermost.atlassian.net/browse/MM-38063) to fix it.

Hello, @roshanchittoor! You may find that having access to a Mattermost instance is useful to test how a feature or function works. That being said, for this specific ticket, access to Mattermost may not be required.
