Menu on a todo item at the bottom of RHS should open above the item instead of below

Steps to reproduce

• Add enough todo items in your list so that it fills up the RHS vertical space
• On the last todo item at the bottom of the viewable window space, click the ••• button that appears on hover

Observed The menu is hidden until I scroll down, which is not intuitive as it's not visibly noticeable that the menu opens below.

Expected behavior For items in the bottom 2/3 of the RHS view, the ••• menu should open above rather than below the trigger button.
