Add '#docup' to the confirmation message so they can be searched

If we add a hastag to the confirmation message delivered by the plugin, then a user can search a channel and find all the instances of something that needs to be docup'd.

I realize, the point is to use docup for checking that states of those requests, but it could be useful to easily find the instances of something you had "docup'd" previously.
