Install Error no 5

I'm on Win7 Laptop, Installed Ubuntu 16 LTS Tried to install Ext2fsd 0.68, by right clicking on exe & running as Administrator. Installation errored saying Can't move error no 5 access denied for almost every exe file

What's the issue?

Can't move the dll, can't move the exe to C:\Program Files.... error no 5 access denied for almost every exe file
