OsmHbefaMapping Causes Missing Emission Factor Keys in HBEFA

I recently meet the error caused in OsmHbefaMapping.build().addHbefaMappings().The speed limit of HBEFA should be a multiple of 10. While this is not a critical error, but it can lead to the following issue:

"At least the FREEFLOW condition must be specified for all emission factor keys. It was not found for PASSENGER_CAR; null; URB/Distr/79; null; average; average; average."
