Experimental IPSME Support [DRAFT]

Experimental support for IPSME: https://dl.acm.org/doi/abs/10.1145/3458307.3460966

Currently uses a SharedWorker and local WebSocket to handle pubsub. Lots of open questions about privacy, security, and what messages we'd actually send/receive.

IMO, interoperable teleport is much better handled via URIs and protocol handlers. IPSME may handle more than that but how much data do we really want to be broadcasting for any other application to consume without any permission or security model?
