Investigate unstable perceived framerate / input latency on windows with high refresh rate

A user with a high end windows gaming PC reported poor perceived frame rate on their 144hz. It looks like it is performing well so it's likely a thread synchronization issue.

This was observed in Chrome and Edge with an AMD 5900x and 7900 XTX.
