Room added to Mjolnir isn't able to be removed

We removed a v1 room because it's not practical to have mjolnir moderate through state resets, but no matter how many times we use !mjolnir rooms remove #whatever:matrix.org it keeps coming up when bans are applied.

another deployment which protects all joined rooms appears to be trying to apply bans to a room it's no longer in as well - maybe mjolnir forgot how to untrack a room?

in the first case, we appear to have had the room listed multiple times in the account data for the bot, so it wasn't removing it enough times or something. Fixed manually then restarted the bot.
