upgrading mautrix to 0.9.15 + dependabot

This got fixed as part of #350, though that PR uses a slightly older version of mautrix. If you'd like to rebase this to latest I'm happy to merge it.

I added some dependabot configuration to make these upgrades in future automatically. This is also quite useful for github actions.
