Progress Animation not Showing on Project Creation

The spinning progress animation seems to appear during many creation/update processes. Based on testing in kora.anthropology, it doesn't play during project creation.

It primarily plays during javascript requests, or basically during requests where the browser doesn't indicate that anything is loading

We also added it to a few normal requests with typically long load times.

Does it play in for creation or record creation? I thought it did, but I might be mistaken. I'm just interested in consistency. If it plays for other creation/update processes...might be good for it to play during project creation.
