Duplicate "Slack Protocol" rooms are sometimes created

This definitely doesn't happen every time the bridge server is restarted; it does, at least sometimes, post its status updates in one of the existing Slack Protocol rooms after it restarts.

Maybe it correctly uses one of the existing rooms when the server restarts, but may create a duplicate room when an error is to be posted to a Slack Protocol room?
