Support e2ee encryption in rooms

It reliably doesn't work...

e2ee is known to work <50% of the time in public rooms, but >90% of the time in DM's. Are you experiencing something different? 0% success? Also, public chats or DM's (or both)?

From anecdotal experience, over several months, I've had success between exactly one combination of clients (construct <-> synapse) in a room with 3 accounts in it, 10 or so clients each. In a room with 2 accounts in it, I've yet to have any success whatsoever (construct <-> synapse/construct)
