[Doc]: Confusing page on color changes

Problem
This page is a historic memo rather than documentation. But it doesn't say so.
Suggested improvement
IMHO this can be deleted. If somebody thinks, there is still relevant information, that's worth documenting, this needs a rework and an initial admonition for context and scope.
It reads a bit like a MEP that was never made a formal MEP, so I'd move it there if we want to keep it.
If this should be kept we could also dump it into #14331 or create an issue link that in #14331.
But I'm still waiting for somebody to speak up for it.
I'd get rid of it. Historically it exists in the old version of the docs, and I don't see what use it is.
Looking through the history, looks like @tacaswell is the primary author so Tom do you have an opinion on what to do w/ this page?

Reading through this again, this section https://matplotlib.org/devdocs/devel/color_changes.html#default-heat-map-colormap has a nice list of criteria for adding a new colormap that we may be want to bundle/rework into the coding guidelines or API guidelines as "criteria for new colormap" cause it comes up not infrequently?
