Allow hiding the marketplace features for some users while keeping it available for other users
Summary
Context: currently superusers can either turn on/off access to marketplace features on the entire instance. This doesn’t allow for nuance where some users can see marketplace items while others can not.
Solution: allow more nuance to this configuration.
- TBD if this should be on a user to user level, view/write/admin/superuser level, or a combination of both
- TBD where this configuration should be in the settings menu. Perhaps it fits best under the Plugins menu (which maybe should become Marketplace menu then)

Another feature that would be included if we would implement #21175 Doing this separately would most likely introduce more technical dept and make the effort needed for #21175 possibly bigger.
FYI currently super users can disable the marketplace for all other users via our WhiteLabel plugin
A support plans customer has requested this feature:
Until version 4.15.1 it worked well, it was only accessible in the backend, there was no need to buy a specific plugin, it's a real shame that it's been regressed.
White Label doesn't work for us. We want to be able to access the marketplace at any time as super admin.
