add a setup wizard to Matomo for WordPress to guide users to the right product

Matomo for WordPress is not the same product as Matomo but it's easy for users to conflate the two. Matomo for WordPress has a limit on the number of visits it can process without causing issues to the WordPress site. Matomo, being self-hosted, and generally hosted on a different machine entirely, won't have these issues. To help users pick the right product and avoid using Matomo for WordPress for a site that is high enough traffic for there to be problems, we may want to create a setup wizard (similar to WooCommerce's for example) that can ask questions like these. This way our users can be better informed about our product.
