config.ini.php can be deleted upon updating Matomo for WordPress

Given it's currently stored in the uploads folder, I think it makes sense that it might disappear. It shouldn't though.

We should either find a new place to store them, or maybe store these values in the database (the reason we don't do this in core is due to the database credentials being stored in this file, but this is not an issue for WordPress).
