Allow setting measurable settings in Matomo for Wordpress admin

Many plugins add their own measurable settings, but Matomo for Wordpress disallows editing measurables in the admin area. This can make those plugins unusable if those settings need to be set.

Matomo for Wordpress should allow setting those measurable settings from within the Matomo for WordPress settings page.
