Add Ithemes security plugin "Disable PHP in Plugins" option diagnostic in the system report

In the Ithemes security plugin there is an option under Security > Settings > Advanced > System Tweaks called "Disable PHP in Plugins".

This option must be unchecked to let Matomo works correctly.

We should add in the System report a detection of this option to warn users that their configuration won't allow Matomo to work correctly. It would reduce support requests on this subject.
