Unlike the maxmind databases they are licenced under a Creative Commons Attribution 4.0 International License license and should be fine for everyone.

Yes, by default we use DB-IP. MaxMind is the alternative

@tsteur I added it to the current sprint regarding the impact for the russian users. Feel free to move it to backlog if you think we should do.
