Moderate redesign to feedback and get started pages

Description:

Fixes #1050

Changes:

• Remove about section from Get Started and change the order of the steps so users know they should think about privacy compliance before enabling tracking.
• Rename About page to Help and reorganize the section so feedback/help items are first and the "About matomo" section is last.
• Redirect to the Get Started page upon activation of the plugin.
• Show all tracking settings by default instead of hiding them based on the selected tracking mode. (This is done to support the reordering change to the Get Started page. There is some text that links to the settings page for disabling cookies, but this setting will currently only be visible if tracking is enabled, and we want people to be able to change this setting before enabling tracking.)
