new diagnostic: check that matomo reporting page is accessible and working

Add a new diagnostic that:

  • sends a curl request to the matomo/index.php page (forwarding cookies)
  • checks that the response looks like the matomo frontend, without errors
    • if it doesn't, allow downloading the response as html
  • report issues as a warning/notice only
