Docker building error: fast_gettext requires Ruby version >= 2.1.0.

After running command docker build -t piwikdev . I get:

ERROR:  Error installing puppet:
        fast_gettext requires Ruby version >= 2.1.0.
The command '/bin/sh -c gem install puppet' returned a non-zero code: 1
