Add alpine pkg "tzdata" to alpine Dockerfiles

With the package "tzdata" installed on the alpine image it's easily possible to set the containers timezone by setting TZ environment variable (e.g. TZ=Europe/Zurich).

Would you mind to open a PR at https://github.com/docker-library/php? This seems to be a general issue on the base image.

I opened a PR: https://github.com/docker-library/php/pull/949 Not sure if they'll accept it though. I guess we'll see!
