(personally, I think that on shops `opening_hours=closed` is nearly always/always a bad idea, if it is long term closed then set it to `disused:`)
`opening_hours:conditional` allows to tag it (and in theory make it available) without breaking such data consumers
With 35 uses worldwide, I would expect that for now it is not having significant (or any) support - but it may change if it would be used more https://taginfo.openstreetmap.org/keys/opening_hours%3Aconditional
