Update cert-download

Basically the old cert-download uses a deprecated function in fs.exists which fails on newer node versions.

This dep updates that so it's compatible with current node versions

@kokarn the CI checks seems to be failing, any ideas on how to solve?

It's tested on super-old versions. My suggestion would be to bump to more realistic versions and do a major version bump of the package
