How can I use arabic/mathjax in version 4?

If you mean the third-party Arabic extension, that is av2 extension, and the author has not updated it to work with v3 (or v4). The extension would need significant updates to be able to work with v3/v4. Perhaps it would be worth posting on the site linked above with your interest in an update to v3/v4.
