configuration option to specify IDs for SVG output title

Follow-up to #427 (see there for background).

a new input option to specify an ID for the title/labelledby would be just as helpful.

@dpvc will you accept a PR and cut a release if I make one or should mathjax-node be considered deprecated?

Yes, we can continue to make releases. Getting v3.0 out was top priority (for quite some time), but now we can time time to catch up on some of the v2 stuff. If you want to put together a release candidate, that would be great.
