AZ timezone works differently. In the summer it should not be one hour ahead of PST

Describe the bug Arizona does not participate in daylight savings and the conversion is wrong for the summer when converting from PST.

To Reproduce Steps to reproduce the behavior:

1. As an Arizona user, timezones from PST are converted incorrectly

Expected behavior Arizona should be the same as PST for part of the year

If it helps: I'm also in AZ. We're officially considered "MST-AZ" in most time applications as we're MST year round (as opposed to switching between MST and MDT). We added Timezone Butler after DST switched so I can't say whether or not I also experienced inaccuracy in time conversion.
