add ability to filter commits by scope when determining new version
adds a new input scopes which allows the ability to filter commits
between version bumps on multiple scopes in order to more finely control
the versioning in a monorepo
hey @mathieudutour i've opened this with the same content as https://github.com/mathieudutour/github-tag-action/pull/101 but fixed on a rebased branch
