"Records will be repositioned on refresh" message is obtrusive

I don't like this row that appears after I add new rows. It's annoying. I don't see how it adds anything useful to the product. Can we remove it?

As a newcomer to Mathesar, I believe it should be placed at the bottom or somewhere similar, perhaps as a user note. @seancolsen

We discussed this during today's product approval meeting.

We decided that we'd like to remove the message from being placed as a table row. But we agreed that we still need to communicate the essence of the message to the user somehow — and we're not sure how. We kicked around a few ideas and decided to take up the discussion later as part of our UX design meetings.

It can be added in the toastr, bottom right of the screen and when user clicks on it it will be removed
