Add record selector to "table" BreadcrumbItem

Current behavior

• On the Record Page the app header has a link to the Table Page, but nothing comes after it

  

Desired behavior

• The Navigation specs require an icon button after the Table Page link which opens the record selector

  

• When the user clicks this link, a modal Record Selector should open. Upon selecting a record, the browser should navigate to the Record Page for that Record.

  Note: If you're curious, see #1521 for additional improvements we plan to do later to make navigation even better.
