SQL: Remember persistency per notification

as of now Reminduck always keep them top priority and they dont disappear on their own.

It would be nice to have a toggle at creation or edition to be able to set reminders as persistent or not

however that means adding SQL properties to already existing databases and idk anything about SQL at all
