Push upstream to framework changes to lib.js

So that the $.path.addSearchParams is not only adding, but also updating existing. Optionally, add $.path.updateSearchParams.

This is useful for both here and latest changes to subsites (https://github.com/silverstripe/silverstripe-subsites/pull/90/files)
