Initial MPcules Summary RESTer

This PR creates a RESTer for the MPcules summary endpoint. This should be the minimum required to create the upcoming Molecules Explorer Web app.

Known issues:

• For reasons unknown, querying on certain fields (nelements, has_props) is currently slow and can cause a timeout

Future work:

• Make RESTers for other MPcules endpoints
