Settings are not respected by the generator

1. Create a new design file
2. Run the MTB plugin
3. Disable the two checkboxes on the first screen:

4. Go to the Settings and disable everything there as well:

5. Press the "Create theme" button

Expected result: variables should not be generated

Actual result: variables were generated.
