Theme address is giving 404

Describe the bug Theme address is giving 404 error.

To Reproduce Steps to reproduce the behavior:

  1. Go to 'Theme Builder' web
  2. Click on 'Export theme'
  3. Click the share icon to copy theme address
  4. Go to theme address

Expected behavior Theme builder should load. The correct URL should be like this: http://material-foundation.github.io/material-theme-builder/?primary=%23FFDE3F&colorMatch=false instead of http://material-foundation.github.io/?primary=%23FFDE3F&colorMatch=false
