Improve development experience

During development, it would be useful to be able to

• [ ] turn dynamic color on/off
• [ ] simulate dynamic color (for development on unsupported devices)

Also should consider:

• [ ] Restrict platform specific fetching to that platform, e.g. Android will never get a control accent color and macOS will never get a core palette
