[BottomSheet]New method/function to change state of BottomSheet from MDCSheetStateExtended to MDCSheetStatePreferred and vice-versa

Feature Request/Suggestion

I have a button added to BottomSheet, So when user clicks on this button, then state of BottomSheet should move from "extended" to "preferred" and vice-versa.
