Not all signs are converted.

When you run a conversion, only some signs are converted.

Perhaps its to do with the metadata or facing, maybe even the nbt data of the sign.

I don't think, because when I tested time ago, it does not recognize the sign as tile so I can't access its NBT and convert the text.
