Ability to have a dialog in the Appeals of moderation section & ability to prevent Appeal
Pitch
Expanding the way that Mastodon tools work after moderation has happened. Specifically:
- If a user appeals a moderation action (warn, suspend) I'd like the ability to continue the dialog in the interface rather than only be able to approve / reject the appeal.
- Should be able to "disable appeals" via a checkbox
Motivation
There have been a few instances where an appeal generated further conversation with the user. If the user makes a case in their Appeal that we wish to discuss with them further, there is no way to do so within the admin tools. If the user's account wasn't suspended, then an individual mod can interact with the user using their personal Mastodon account to message the user's Mastodon account, but this is not the greatest workaround as it would take the conversation out of a centralized place from the other admins as well as but the burden of an interaction on an individual moderator. In the case where the user was suspended, this isn't an option at all.
On the other side of the spectrum, there are situations where the rule violation is egregious enough that appeals are not warranted. There should be a checkbox, similar to "email user", that allows mods to disable this option so we don't need to re-address the issue.
This seems like a really good idea because, while there will always be some people who aren't acting in good faith or willing to engage in a real conversation about rules and behavior, I think having systems in place that leave the door open to genuine human-to-human dialogue will be important for building strong online communities (and maybe even reversing some of the extreme antagonism that plagues so much of the modern internet).
In general it would be good to have better communication with users. Both in case of appeal but also to motivate regular moderation decisions.
At the very least, giving the administrator the ability to include a note in their appeal decision (either approve or reject) should be an option also.
Both features make perfect sense, surprising perhaps that they haven't already been implemented. 👍👍

We have a user who is a suspected spammer. They've appealed their suspension, and I have no way to communicate with them that they need to prove that they're not a spammer. I'm not going to email them, because, well, spammer.
