Add CONTRIBUTING File

Add a CONTRIBUTING file to help those interested in contributing to the development of the Mastodon iOS client understand how they can add to the product.

Suggestions for subject matter to include in this file would be discussion of the development workflow (i.e., how ideas become accepted contributions and who to reach out to in different stages of the workflow) and any requirements the must be satisfied for proposed changes to be accepted by the core maintainers.

The app in just refactored for iPad and new Timeline UI. Maybe a simple guideline after the next version release is possible. I'll take a look on it when I come back later.

Do you still want this? At very least, I'd be happy to create the base structure of the file, then others could build on it from there.
