Arrange Topic before Region in server filters
Rearranges filters on the Server list so Topic appears before Region. I believe deprioritizing Region will make for a better onboarding experience. For example, let's say an artist from South America wants to join Mastodon. If they set their region to South America and select the Art topic, they'll be told there are no servers accepting sign ups.
Ideally I think region should be a small drop down like Legal Structure and Sign-up Speed, but this seemed like a simpler change to make in the short term

I totally agree with your suggestion! Maybe it's the same as what you've done, but both me and another UX'er made a similar recommendation so must be worth looking into.
@funficient I like your design suggestions. The change I've suggested is smaller in scope, but it comes with the actual code changes since it's a pull request instead of an issue.
Potentially what could be done is if there's no exact match, display a UI that says something like "There's no servers for South America and Art, but there are servers in South America or Art", such that you're broadening a narrow query.
