Upgrade to

Yarn 4 (stable) Ruby 3.3.3

Add architecture for debian repository (Node.js & PostgreSQL) so Mastodon can be installed on arm64 machines.

I suggest we split these as Ruby/Yarn changes are Mastodon 4.3 future focused and don't work on current releases.
