Add certificate migration step

Mostly an attempt to rebase #1225 with more recent changes to migration page.

I see that this PR -- which itself was created purely to replicate and rebase another PR that had not been responded to for an entire year -- has also now not been responded to for an entire year.

I think I know what I have to do, but no one is going to like it.
